Wastewater Services
The Public Works Wastewater Services Department is responsible for protecting public health and the environment through the safe treatment and management of wastewater for the Borough and its regional service area. The Department oversees daily operations at the wastewater treatment facility, maintains the sewage collection system, and ensures compliance with all regulatory standards.
The Wastewater Services Department is responsible for:
- Treatment and Processing of Borough Wastewater
- Environmentally Safe Disposal of Sewage Sludge
- Operation and Maintenance of The Borough’s Sewage Collection System
- Administration of The Borough’s Industrial Pretreatment Program
- Monitoring Industrial Users To Ensure Compliance With Discharge Regulations
- Operating and Maintaining The Borough’s 6.0 Million Gallons Per Day Wastewater Treatment Facility
- Supporting Emergency Response Related To Sewer Backups or Collection System Issues

Department Leadership
Frank B. Hicks serves as the Director of Wastewater Operations, overseeing all wastewater treatment processes, system maintenance, regulatory compliance and daily operations at the treatment facility.
Nicholas Frank serves as the Pretreatment Coordinator, managing the industrial pretreatment program and ensuring industrial users meet all discharge and environmental requirements.
