Preserving The Borough's Architectural Heritage

The Hollidaysburg Historic District was established in 1989, along with an accompanying Borough Ordinance, to protect and preserve the architectural character of the Borough’s historic buildings. The Historic District regulations are contained within Chapter 27 of the Borough Zoning Ordinance, with Sections 301 and 901 specifically pertaining to properties located within the Historic District.

Section 301 governs architectural activities related to the construction, maintenance, repair, preservation, and rehabilitation of properties within the Historic District. These standards help ensure that changes to historic structures are consistent with the character and integrity of the surrounding area.

Several reference materials are available to property owners within the Historic District, including the Historic District Property Owner’s Manual, which contains rehabilitation recommendations and guidelines from the Secretary of the Interior. A published Study of Property Values within the Historic District is also available, along with a District Map identifying the boundaries of the Historic District.

Certificate of Appropriateness & Review Process

For properties located within the Historic District, a Certificate of Appropriateness (COA) and any applicable Zoning Permit are required prior to beginning exterior work on a structure.

To obtain a COA, an application must be submitted to the Historical and Architectural Review Board (HARB). The HARB meets in the Council Chambers of the Municipal Building to review applications and make recommendations to Borough Council. If Borough Council concurs with the HARB’s recommendation for approval, a COA may be issued for a $20.00 fee. Depending on the scope of work, a Zoning Permit may also be required, with permit fees varying by project type.

In addition, the Historic Preservation Commission has compiled a Contractor Resource List consisting of professionals experienced in renovation work within the Historic District.
