Borough Council employs a Borough Manager to serve as the Borough’s Chief Administrative Officer. The Borough Manager oversees the day-to-day operations of the Borough, works closely with Borough Council to develop and implement the annual budget, and ensures that Borough services are delivered to residents in a professional and cost-effective manner.

Borough Council appointed Ethan Imhoff to serve as Borough Manager in June 2024. Mr. Imhoff brings over twenty years of local and county government experience across Pennsylvania, including prior service as the Borough’s Director of Community Development from 2004 to 2011. Before assuming the role of Borough Manager, Mr. Imhoff served as City Manager for the City of Johnstown, Pennsylvania.

A longtime Hollidaysburg resident, Mr. Imhoff has also previously volunteered with the Borough Planning Commission and the Shade Tree Commission.
