Community Development Services
The Department of Community Development is responsible for developing and implementing the Borough’s comprehensive plan and works with residents and businesses to administer borough land use policies, ordinances, and regulations. The Department also issues building, zoning, and other development permits and provides building inspections and plan reviews.
The Department serves as a liaison and provides staff support to the Planning Commission, Blight Committee, Historic Architectural Review Board (HARB), Historic Preservation Committee (HPC), Shade Tree Commission, and Zoning Hearing Board.
Residents and contractors are encouraged to contact this office before beginning any construction, renovation, or land development projects.
Building & Zoning Permits
This office is responsible for the administration and issuance of building, zoning, and related permits; the performance of building and zoning inspections; the review of development plans; and ensuring that all construction regulated by building permits complies with the Pennsylvania Uniform Construction Code (UCC).
A copy of the UCC is available for public review at the Community Development Office.
Permit Requirements
Most projects require either a building permit or a zoning permit. All required permits must be applied for, reviewed, and approved prior to the commencement of any construction activity.
The following is a list of construction activities that require permits, but are not limited to:
New Construction (Commercial and Residential), Including:
- New Structures
- Additions
- Decks
- Swimming Pools
Renovations (Commercial and Residential):
- Only certain types of residential renovations require the issuance of a permit. Contact the Permitting Office for additional information
Accessory Structures:
- Sheds
- Fences
- Carports
- Retaining Walls
Additional Permit-Required Activities
- New Commercial Occupancies
- Special Events
- Electrical Upgrades
- No-Impact Home Based Businesses
Zoning Districts & Fees
